    I may be wrong, but I believe he was referring to resident and non-resident aliens.

    I know this to be a fact. And yes, I have seen the police ask many times for ID from a passenger.

    You don't need to carry an ID with you all the time. If you are an immigrant you do. If you are driving then you need it while driving. But just walking down the street, you don't need it. Don't commit a crime and you won't need it. Commit a crime and don't have your ID on you? They'll try to figure out who you are there.

    Yeah, that sounds great except our law doesn't recognize that a person has committed a crime until they have been tried and convicted. You might have heard the phrase "innocent until proven guilty?"

    OK. Please point out to me where it says I must carry an ID.

    TX Penal Code: Sec. 38.02. Failure to Identify.

    (a) A person commits an offense if he intentionally refuses to give his name, residence address, or date of birth to a peace officer who has lawfully arrested the person and requested the information.

    (b) A person commits an offense if he intentionally gives a false or fictitious name, residence address, or date of birth to a peace officer who has:

    (1) lawfully arrested the person;

    (2) lawfully detained the person; or

    (3) requested the information from a person that the peace officer has good cause to believe is a witness to a criminal offense.

    (c) Except as provided by Subsection (d), an offense under this section is a Class C misdemeanor.

    (d) If it is shown on the trial of an offense under this section that the defendant was a fugitive from justice at the time of the offense, the offense is a Class B misdemeanor.

    That is NOT true... I don't live in the US, but I don't know of any law that requires me to carry an ID with me at all times... Even in Taiwan, which does not have the level of civil liberties that the US has, citizens do not need to carry ID with them at all times.... anymore...

    If you're walking out of a store with a tv and there are people chasing after you, that might just be what the constitution calls "probable cause."

    Being suspected of committing a crime is a bit different than actually being guilty of one, isn't it?
