You didnt answer the question. How do you know tha Ridge isn't lying?

The book is Ridge's opinion, and his perception of things. From the story, it sounds like he was not involved in many national security meetings, so while he could feel pressure for raising the color, how could he know if it was legit or not without actually sitting in on meetings?

The story does not explain... perhaps the book does?

Considering that he was the head of homeland security at the time, why would he be excluded on operational grounds?
