This construction, as were all of the constructions in East Jerusalem in the last 43 years, was approved because Israel refers to the area as an Israeli land, annexed by Israel in 1967 and being Israeli ever since.
Building in Jerusalem in Israeli eyes is no different than building in Tel-Aviv, and it's not a new issue, and certainly this was not started by the current administration.
Your claim that the approval of 20 apartments in east Jerusalem means that Israel is not interested in peace is completely ignorant of the fact that Israel has been doing this for quite a long time, and is not intending to stop.
and this post vividly illustrates why israel does everything within its considerable means to avoid peace talks. talks, which if held, would necessarily have to address the disputed territories
israel's position is that it has stolen the land and has no intention of returning it to its rightful owners. it has no interest in proceeding into negotiations which would entail negotiation of the land boundaries of the disputed territories. the facts would be against israel in such negotiations
at a time when we are talking about dividing a pizza, Israel is eating it
