    The leader of a key bloc of House Democrats opposed to abortion said Sunday that he is close to an agreement that would allow him to vote for the health care bill but he has not yet given a "yes."

    President Obama could offer a presidential executive order saying that money used for insurance exchanges as envisioned in health care legislation pending in Congress will not go to fund abortion services.

    Supporters hope the order, which does not require congressional approval, would shore up long-standing law barring federal aid for abortions except for cases of rape or incest or when the mother's life is threatened. …

    CNN is reporting that Rep. Bart Stupak has called a press conference for 4 pm.

    Rep. Henry Waxman is very confident that they'll pass the bill today with more than 216 votes.

    I don't really understand how they plan to separate federal funds from private funds. Let's say someone poor enough to get a federal subsidy for health insurance is purchasing a health insurance plan. Let's say it's a 20% subsidy.

    The person wants to purchase an insurance plan from a private company that covers abortion. The insurance company would love to cover abortion, because abortion is way cheaper than pregnancy.

    How do you define which dollars go where? You could easily argue "no, it's the 80% personal funding that covers the abortion, we'll use those subsidy dollars next time she gets pneumonia."

    The White House and anti-abortion Democrats have reached an agreement to defuse the controversy over abortion in the health reform bill – planning a series of steps that will secure the support of Rep. Bart Stupak (D-Mich.) and other Democrats to give party leaders the votes they need to pass reform, sources tell POLITICO.

    Under the agreement, President Barack Obama would sign an executive order ensuring that no federal funding will go to pay for abortion under the health reform plans. In addition, Stupak will get to state his concerns about abortion funding in the bill during a colloquy on the House floor during the debate.

    And then, Stupak and several other Democratic hold-outs over abortion will sign on to the bill, the sources said. The agreement would almost certainly give House Speaker Nancy Pelosi the 216 votes she needs to secure an historic health reform vote by day’s end – capping a year-long drive to achieve Obama’s signature legislative goal. …
