I'm a pro law & order girl, but some police strategies work better than others. What works the best is to focus your time, energy, and resources on the individuals who are most likely to commit crimes in the area. Only a small percentage of residents in a local area are likely to commit serious crimes. Sweeps disburse resources that could be targeted in on violent offenders.
One of the ways you can measure the effectiveness of a particular police department is through cleared case rates. Arpaio has one of the lowest clearance rates in the U.S. What that means is that the people who have actually committed car thefts, burglaries, and the like, and who often specialize in those kinds of crimes, are getting away with their misdeeds. I'd far rather live in a city with solid crime clearance rates and zero sweeps. The crime rate will be lower.
Building solid investigative cases against criminals, and sending them to prison for appropriate lengths of confinement is actually the best use of officer man-hours, in my experience.
IN my experience, there are two groups of illegal immigrants: those who are here to work, and those who are here to commit crimes. Those who are here to commit crimes should be arrested and incarcerated. Those who are here to work should be deported. The Mexican Drug Cartels have partnered up with local gangs and even national gangs and threaten the peace not only alone the Border but in every town in America, and the attitude that illegals are just here to work and make a better life is one really stupid ignorant thing to say.
In his zeal to do their jobs, Joe Arpaio is abdicating his elected responsibilities. We are Nation of laws and those like Janet Napolitano and Obama and others who don't want the laws enforced because they claim some BS about tolerance are part of the problem and are in violation of their oath of office.
Here's a rule of thumb I've always found handy when it comes to these sorts of things....make sure your own house is clean before you start worrying about the dust under someone else's bed. In Joe Arpaio's case, his own house is damned dirty.

It is people with this attitude that have allowed incarcerated criminals a life of luxury at their victims expense.
No doubt Sheriff Joes does what he does because the state and federal govts won't do their jobs.

I do not subscribe to the notion that a particular method of apprehending criminals be thrown away because it is deemed cost ineffective by a bunch of bleeding heart liberals......
Once again, 5 pounds of meth & 50+ illegals in the slammer, is worth every penny......
With regard to:I say hogwash.....They alienate the local community upon whose goodwill the officers depend. They increase the likelihood that innocent people will be swept up and mistreated.
The local community should be pleased that this scum was locked up, regardless of the method employed......
