Beside the fact that there isn't an established "national language," requiring the knowledge of a certain language would be an imposition on a citizen's (I am referring to legal immigrants) liberties, specifically freedom of speech. Again, any hardships due to lack of knowledge of the English language would of course be the burden of non-English speaking immigrants.
There should be an established language, but that is another topic.

I think they should get a pay raise. They have marketable skills that make them more valuable in their jobs. That deserves monetary compensation.

I wonder if the ruse of ignoring bilingual special set skills is partially affected by the obvious heritage of the bilingual worker.

Let's take a guess here: Would most of these bilingual workers be of Scottish descent?

The heritage of the bilingual worker is irrelevant- and variable.
The bilingual firefighters I spoke of being acquainted with are white.
They've taken Spanish courses in order to do their jobs better and of course to pass the fire department's Spanish-English translator exam and receive the specialty skill bonus.
Anybody could do it. Especially in border states, everyone of every race has at least a passable understanding of Spanish. We take it in school, from kindergarten on. We are, to some extent, immersed.
Anyone who was interested in making more money- or who just felt it would benefit them in their field- is free to take a continuing ed course, polish up their skills, and take the exam.

The United States really needs to step up its second language education. It sounds like they're doing a good job where you live.

I take it that you didn't get it. Here's the easy version:

Bilingual workers are probably 95% Hispanic. Therefore, the illegal alien haters venom spills onto the brown American too.

So when people say "shouldn't bilingual workers get extra pay for their language skills", Joe six-pack says: "Hell No"!
