    Got a link to counting method changes? Didn't somebody factor that in?

    Of course not - this is the only count that there is now. They're no longer keeping track of jobs created, nor are they keeping track of jobs created or saved. The only number they're tracking is the number of jobs that are in any way affected by stimulus funding.

    Now we'll never know just how many jobs were funded by the $787 billion stimulus program.

    Until a policy change last month, Obama administration officials had said they would keep a running count of the number of jobs created or saved by the massive American Recovery and Reinvestment Act.

    Going forward, the White House will only tally jobs one quarter at a time and not attempt to determine a total.

    On top of that, the administration has directed Recovery Act recipients to report all jobs funded with stimulus money - regardless of whether they were new jobs or existing ones. That change gets rid of the controversial "jobs saved" designation, which asked recipients to determine which positions would have been eliminated were it not for stimulus.

    The new requirements apply to the reports that recipients are filing now for the last three months of 2009. Those figures, which will be released to the public by month's end, will be the second concrete look at stimulus' employment impact. The first tally showed that 640,000 jobs were created or saved through September.

    The Obama administration has taken some heat and mockery for using the nebulous and non-economic term of jobs being “saved or created” by the $787 billion stimulus program.

    So it’s gotten rid of it.

    In a little-noticed December 18, 2009 memo from Office of Management and Budget director Peter Orszag the Obama administration is changing the way stimulus jobs are counted.

    The memo, first noted by ProPublica, says that those receiving stimulus funds no longer have to say whether a job has been saved or created.

    “Instead, recipients will more easily and objectively report on jobs funded with Recovery Act dollars,” Orszag wrote.

    In other words, if the project is being funded with stimulus dollars – even if the person worked at that company or organization before and will work the same place afterwards – that’s a stimulus job.

    The Obama administration is changing the way it counts jobs created or saved by stimulus spending in a way that will make the programs look far more successful.

    Under the old rules, only jobs that were actually newly created or not lost because of stimulus money were counted. Now the administration plans to count all jobs for projects funded by stimulus money—even if that job already existed and the person was never in danger of losing the job.

    The changes were made in a little noticed memo sent to federal agencies by OMB director Peter Orszag, according to a new report from ProPublica.

    The OMB says the changes were made to clear up confusion about how to count the jobs. Employers were sometimes confused about how to account for jobs, resulting in inaccurate data. California, for instance, claimed that stimulus spending had saved 18,000 corrections department jobs—when only 5,000 were scheduled to be cut. Under the new system, all of those jobs could be counted as products of the stimulus.

    Similarly, pay raises can count as stimulus jobs. Chrysler reported last year that a $53 million government contract to build 3,000 vehicles created no jobs because it used existing workers to fill the order. Under the new accounting, those jobs would count as being created by the stimulus plan.

    Um. They changed over on a quarterly cycle of counting but it's still first quarter 2010. First quarter numbers aren't out yet, so the change in counting can't have affected anything as far as I can tell....right? Basically, the previous numbers are still there and there hasn't even been a new cycle to alter the data.

    Interesting, I'll have to read up on the methodology of that.

    Did the CBO use that same methodology that "the Obama administration" has switched to? These might seem like silly questions, but I've only heard of any of this just today and haven't had time to dig in much.
