It looks like Joe is in favor of de faco double jeopardy.

I wonder if he cleared these statements with headquarters, or if he's "wandered off the reservation" again?

Good call Biden. Mercenaries should be tried in an Iraqi court, however.

Not if they have already been tried and acquitted.

Unless they can find new charges based on new evidence, he can spout all he wants and it will mean little.

Bloviatin' Joe was wrong on every foreign issue for as long as he was in Congress. Kinda nice to see he hasn't lost his touch.

"A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself. For the traitor appears not a traitor; he speaks in accents familiar to his victims, and he wears their face and their arguments, he appeals to the baseness that lies deep in the hearts of all men. He rots the soul of a nation, he works secretly and unknown in the night to undermine the pillars of the city, he infects the body politic so that it can no longer resist. A murder is less to fear"

Unless those security personnel are Mexicans,Canadians or some other nationality then they are not mercenaries seeing how a mercenary is a soldier who is hired for the services of a foreign military/army. Last I checked Blackwater's services are being paid for by American tax money therefore working for the US government.
