Easily would still be a relative thing for some people. You'd still possibly need to leave your job, get a new job there. You'd need the money for transporting all your stuff if you plan on taking it. If you have a family ditto for uprooting all of them. And double it as you have to come back.
The dual citizenship makes it easier. My wife is also an EU dual citizen (Italy). I don't own all that much stuff, so moving "nothing" ain't that difficult .
Theoretically, I could get a job in construction in Ireland within a week (A lot of the guys who used to work for me are now back in Ireland running their own companies). The economy situation in Ireland would be a drawback at the moment, but assuming that this unknown future is not right now, it would be a different situation.
As far as coming back, I'd just have to still hold onto my property here, and occasionally come back to keep it maintained or have someone who still lives here help maintain it for me.
The real point is that even if it wouldn't be that difficult for me, the situation would have to be pretty damned screwed up for me to want to leave. The situation you described would send me packing (a dictator) and I probably wouldn't bother coming back unless I got my wish, and the dictator failed.
