    Iran's nuclear program is almost certainly aimed at dramatically overturning the existing balance of power in the Middle East. It is not purely "defensive."

    Such a development would have profound implications for the region's states, and for the critical interests of Western Europe and the United States. When a state's critical interests are impacted, a state will take measures or, as you describe it, "meddle," so as to protect its interests. No rational state abdicates its critical interests and leaves those interests solely to the goodwill of other states, much less those that have typically taken a hostile approach toward its interests or allies.
