So your claim is this 40 year reign made Afghanistan as well educated as the Iraqis? What other services did the 40 year reign provide that equaled that of the Iraqi government?

No you said they did not have a central government nice spin though.
 
How else do you propose we make the wealthy take a stake in this war? A war tax on the wealthy, or a draft.

The context was in regards to the many services that Saddam's central government provided in contrast to Afghanistan.

I am familiar with deferments. Cheney Chickenhawk received five! Deferments are merely rules and rules can be changed.

In Vietnam, many rich however did not receive deferments. There were certainly more during the draft than there are with the volunteer army.

The makeup of the military ranks better than the population as a whole

That happens when there has been war there for years.

And when you do not have strong central government that provides services to the citizens like education, which was the case in Iraq under Saddam that was my point.
