    It appears to be errors of the receipt submissions having the wrong district on them. Recovery.gov was just failing in quality control of the receipts submitted for their reports.

    This is a great strategy to lock up future congressional districts that don't yet exist. Brilliant strategy if you ask me. 20 years from now, the Democrats can campaign in these yet to be determined districts and talk about how they brought jobs to those areas even before those areas had job problems. Talk about showing your foresight as a political party. Progressives indeed.
