    i'm old enough to remember being taught in hi school that what ended the great depression was NOT fdr's economic measures but the onset of ww2

    It's typical of government "USE IT OR LOSE IT" mentality. If departments do not make use of their budgeted money they may not get more or may have to pay some of it back. So they inflate the numbers. Add a little insistence by the higher ups to generate numbers and rampant abuse ensues.

    I'm sure this is a common theme across the country. What they are trying isn't going to work. Especially when instead of the "shovel ready" infrastructure projects that the money was supposed to used on, it's just used to extend unemployment.
