When you look at all the ramifications surrounding this decision, taking time to review matters on all sides before committing more combat troops only makes sense:
1. Awaiting on the Iraqui elections makes sense because you first need to know exactly what the new government electorates intend to do to increase and maintain security for their own country before pulling out the remaining U.S. forces who are in essence acting as local the police force throughout the country. This is important because it is these combat troops who will be needed at some point to help secure Afghanistan.
2. Awaiting until it was determined exactly who the next Afghan president was going to be was just as crucial if not moreso because you need to who you're dealing with as head-of-state and know how he intends to prooceed on Afghan foreign policy and military strategy concerning the war especially considering you already have combat troops committed in-country.
3. Since you're not sure if the U.N. or your U.N. allies will commit more combat troops in theater, you have to know exactly what you're strategy is going to be and how you intend to implement it.
4. Pakistan is a crucial element in this terror end-game where our War on Terror is concerned. Since the Taliban has become a thorn in their side recently, the Pakistan government has begun to take a more proactive stance against them. You needed to know how serious Pakistan would be in helping to secure not only the region where the Taliban and insurgents have been using as supply routes, but also if they'd stay the course.
You have to answer these such questions before making a decision on how to proceed with Afghanistan. Unfortunately, not everyone is so willing to exercise patience nor act with sound judgement and decisiveness when the situation calls for it. Some would rather you just throw bodies out there and let them shot at anything that moves. (Sarcasm there at the end...)
