Nope! It's a matter of expansion of direct management by SUNACOOP, m'boy, not that I'd expect you to be sufficiently familiar with the political situation there to know what that is.
Yep the military occupation and forced expropriation of land by the federally controlled INTI and the redistribution of said land by the federally controlled SUNACOOP = decentralization. As does the federal seizure of major transportation hubs, media outlets, and various other major industries once controlled and/or regulated by states, localities, and private interests, and as is appointing regional vice presidents working for the federal government to undermine the authority of local governors.
