First off it requires the locals to have a plan ready.. some have some do not. When they have a plan then they have to apply for the money and that takes time too. The Feds have to approve the plan and then the money is released some what I bet and that is if the stimulus is not blocked by partisan politics in the area. We have seen certain republican's refuse stimulus money but get overturned by their local congress for example.. all takes time. Then the locals have to find the contractors, make a bidding round, sign contracts and then only then can you get near the perceived "shovel ready" stage. All this takes months. Alone the bidding round takes weeks if not months since the contractors have to be given time to put a bid in place.

Who is the federal government is managing the release of stimulus funds to approved bidders? They should let FEMA manage this, as they have all the infrastructure in place to allocate, obligate, process payment requests, amend and track payments. I know all about it as I work on that FEMA system. They probably stood up a new system and called it part of the stimulus to stimulate.

Dunno, but not the point. Even if it went through FEMA it would take time... unless of course every single piece of work was done by government run companies.. which I highly doubt much if any are.

For budget spending, you can do it in a day, if you have all the info. For projects like building repairs that take inspections, it takes a week or more. How long has it been...9 months! They could do it faster is my point.

If done solely by the government? Yes it could be done faster. But the question if it would be done better.. I remember FEMA and the waste there during Katrina.. and that too took ages to get going considering the catastrophe there and the amount of fraud and waste was not exactly small. I remember seeing a story about plastic covers for roofs that FEMA bought at highly inflated prices. Or the temporary homes that were deadly to those that lived in them. While I understand that during a Katrina like catastrophe, speed in getting aid out is paramount to accountability so waste and fraud will happen, I also understand fully that the present economic crisis is not a Katrina like catastrophe.

However you know as I know, that most contracts will go to the private sector and doing so involves certain rules and regulations that have to be followed and that all takes time.

And as for the 9 months.. it still requires that the locals had plans in place... I would bet most did not, so making those plans also takes time, and can easily take months due to planning laws, and other local regulations.

There are so many delays due to the normal run of business and that is on top of the bureaucracy put in place to avoid as much fraud as possible. It is not Iraq 2003.

Like it or not, no "stimulus", Republican or Democratic is ever "shovel ready" in the way it works from the day after it is put in place.. massive building or tax cuts do not work that way.

Wrong. Any form of stimulus takes time to get going. 6 months to a year easy before any results at all are seen, usually longer. There is no "immediate response" stimulus out there, not even tax cuts.

So you are telling me that the day after the Stimulus was passed the money was already in the hands of the people who wanted it? Do many drugs by any chance? It does not work like that, never has, never will.

And things are not so different in the US vs Europe when it comes to how things are done.. the basics are the same. Contracts take X time to do, and getting permits, voting, changing local plan laws and what not.. takes time all of it.

Keynes would point to the propriety of the money being sent out, fast. One of the definition for 'failure' is if it takes too long. I'm not a fan of Keynes, but the idea is to spend money at the bottom of the cycle - not at the top.

We've had stimulus packages pass since last year, including Obama. You're the hack of hacks, with all kind of BS apologies for everything liberal. It never matters, you are for it.

Agriculture is one of the places I would expect it to go fast. Building or fixing bridges with private contractors is not something that will go as fast for example. Keeping teachers, police and firemen in jobs would also go fast. Building a new high speed rail system.. would take a long time to do get started.

If it takes too long yes, but it has only been 7 months. You might find it slow due to your partisan eyes, but in the real world 7 months is not exactly slow, especially if there were no plans in place for spending the money in local areas. Now if there were plans in place all over the place, then yes 7 months is slowish, however I doubt very much most of the US had "just incase there is a massive stimulus package" plan laying around.

However lets take an example... High speed railway in the stimulus. There were as far as I know no final plans in place, no details on what they wanted or exactly where. On top of that you would need to take the land need (local planning laws, exportation of land...takes time especially if there are objections), have a bidding round (unless you want a corrupt bidding round and give it to Haliburton), do the contracts with companies to build the damn thing and to build the trains. And that does not happen over night in any place on this planet. It took months for the US military to grant Haliburton its no bid contracts in Iraq for god sake, and you expect bid contracts to be handed out faster?.. gezz.

The answer is simple: Something can fail before it's finished when the task goal from the outset is not obtainable. Anyone who knows **** from shinola (btw, for those who don't, THIS is shinola) knew it wasn't going to work.

You really need to look at the data, you clearly have no idea how the US Government is even broken down. Teachers, police and firemen are not even a part of the figures released by the Federal Government - that all falls under the 'state stimulus' umbrella.

General statements about red tape only prove our point. The government could never go quickly about dispensing this amount of money. It is too slow, too ineffcient and too retarded.

Seven months is an extremely long time to be living on unemployment insurance. Seven months is an extremely long time for the Dow to reach 10,00. Seven months is an extremely long time for GM to go bankrupt. Seven months is an extremely long time. Don't get around it... It is a long time to be in a Depression.

Lets see.. elected officials both in the US and Europe are the ones who ultimately decide where such money goes no? Or is it private corrupt people who choose family and friends in the US?

Are there not rules on how government (local to federal) buys things in the US? I mean since when does the government except in war go with no bid contracts? And since when are such bidding rounds less than a month long? And how fast does local government actually choose the correct bidder.. days, weeks or even months?

Even local officials have to the law in both places no? I mean just because you are in a recession does not mean the US constitution and law books go out the window. You still also have vote on such projects on both sides of the pond no? I mean a local bridge can not be fixed without having approval of the local authorities right? Or is it the wild west and people do whatever they want over there?

All my reasons are very valid if you had any clue on how things work in the real world. No government or company in the world works fast period when we are talking about multi million if not billion dollar projects. Is 7 months slow? Totally depends on what we are talking about and you and the others know it. All you want is to score cheap political points against the Obama administration while ignoring the way things actually do work in the real world.

No, just because a multi billion dollar stimulus plan is passed in Feb of this year, does it mean that that money will all be used within the first few days. You totally ignore the fact that big money projects do require planning, do require bidding rounds if private contractors are called in, and do require local approval as well. All this takes time, especially if there is cockblocking by "opposition" people.

So take your partisan shots at the obama adminsitration, but I choose to live in the real world. Yes it could go faster, but 7 months is nothing when talking about multi billion dollar stimulus plans, especially if you are looking for results. Even a freaking tax break takes a minimum 6 months to show any result and usually longer.
