I ride a motorcycle. I choose to. they are dangerous. If a car pulls out in front and kills me cause he was too plastered to see me. It's his fault, But I'm still deader because I chose to ride that day.

I accept that risk, A woman, who dresses provockatlivly accepts her risk. To have her think "I have a right to dress like this" won't change the reality that she may be more of a target than a conservativly dressed shirt.

Anecdotal stories aside, the voilence rates and jail statestics prove that something is wrong and unfair. Why do you think those rates are so much higher?

While poverty is the leading cause of high violence and crime in all area's of the world, that does not excuse these acts in any way. They are behaving the way savages do.

Socioeconomic status is not a means for mitigation.

I won't get into this 'war on drugs' seeing I do not know enough about it to comment.
 
The black inner city community was never like that in this country until the image & importance of the positive black male role-model was out-sourced a half a century ago in favor of a welfare check and other forms of systematic Government dependency.
 
The child who was beaten was also a product of that neighborhood and was an honor student,indicating that these kids all have a choice on how to respond to the same environment.

My Mom would have beat my ass to the ground if I tried attacking someone else in public.
Its **** parents and lack of discipline which lead to out of control teens.
