SPOKANE -- A criminally insane killer walked away from the supervision of Eastern State Hospital staff while on a "field trip" to the Spokane County Interstate Fair. The incident is spawning a public outcry and an internal investigation into how this happened.
47-year-old Phillip Paul walked away from a supervised field trip to the fair just before noon on Thursday. His disappearance sparked a region-wide search and put Eastern State officials in the spotlight.

The Secretary of the Department of Social and Health Services has ordered an immediate lock down at Eastern State Hospital following Thursday's incident.
There's nothing like locking the barn door, after the horse has bitten your throat out.
