    It is bad form to make a claim, regardless of the exaggeration, without even offering a bit off proof or at least a credible argument.

    Being as a pigouvian tax can act in place of a fine, how is your opinion on this form of taxation a red herring?
    It is not very unreasonable that the rich should contribute to the public expense, not only in proportion to their revenue, but something more than in that proportion.
