I think they need to be very careful about capping their taxes, lest they find themselves in a California-type situation. But that other stuff sounds good.
 
If they're creating appropriate spending caps along with them, then they won't be.

I guess it depends how they word it. If they're just capping discretionary spending, that probably would not be sufficient to prevent them from becoming the next California, because they would still have automatic entitlement increases.
 
I think there is no chance New York will convene a constitutional convention. Much less one that prohibits politicians from participating.
