    Internet companies and civil liberties groups were alarmed this spring when a U.S. Senate bill proposed handing the White House the power to disconnect private-sector computers from the Internet.

    They're not much happier about a revised version that aides to Sen. Jay Rockefeller, a West Virginia Democrat, have spent months drafting behind closed doors. CNET News has obtained a copy of the 55-page draft of S.773 (excerpt), which still appears to permit the president to seize temporary control of private-sector networks during a so-called cybersecurity emergency.



    The new version would allow the president to "declare a cybersecurity emergency" relating to "non-governmental" computer networks and do what's necessary to respond to the threat. Other sections of the proposal include a federal certification program for "cybersecurity professionals," and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license.

    "I think the redraft, while improved, remains troubling due to its vagueness," said Larry Clinton, president of the Internet Security Alliance, which counts representatives of Verizon, Verisign, Nortel, and Carnegie Mellon University on its board. "It is unclear what authority Sen. Rockefeller thinks is necessary over the private sector. Unless this is clarified, we cannot properly analyze, let alone support the bill."
    Representatives of other large Internet and telecommunications companies expressed concerns about the bill in a teleconference with Rockefeller's aides this week, but were not immediately available for interviews on Thursday.........

    The privacy implications of sweeping changes implemented before the legal review is finished worry Lee Tien, a senior staff attorney with the Electronic Frontier Foundation in San Francisco. "As soon as you're saying that the federal government is going to be exercising this kind of power over private networks, it's going to be a really big issue," he says.
    I find it troubling that the government is considering going beyond protecting it's own security. Having another "czar" in the WH is also an issue.

    Why do Dems need to have a talk with him over a proposed bill that is still being drafted? When and if this proposed legislation makes it through congress and anywhere near his desk is when you can start getting uptight over whether he may or may not sign it into law.

    Until then, if you have issues with it, take it up with your representatives, and if you really want to be in an uproar and throw stones at who may be responsible, try throwing them at Sens Rockefeller (D) and Snow (R) they are the ones who introduced the bill.

    Is that clear in the bill?

    B.O. is,,, "the Emergency" in this case. I suppose you'd go along with anyone "Limiting" your access to the Internet, as long as it suits your "feelings"...

    Won't know till the bill is in final form. It has changed significantly so far, and quite probably will in the future. The bill itself, far from having some sinister purpose, is simply trying to modernize the law. The internets is pretty key to the country, and a large scale attack on the internets could be pretty harmful. Allowing the country to take strong actions to stop this is a pretty important thing to my mind, even though it is entirely possible that it will be republicans who end up using the law.

    The only way this bill would allow any one to limit my internet access is in an emergency. You are being overly dramatic about all this.

    Then we know very little about the format.

    As long as what a 'emergency' actually consitutes is written down clearly with boundaries and restrictions then i see little problem.

    You admit: Won't know till the bill is in final form. but,,,you attack the Republicans.

    A Liberal true to form,,,and without a speck of Common Sense. So willing to "give away your Rights".
