    Maybe I'm just not looking at the words properly, but when I read things like "This is obviously a cause for concern and requires a heightened state of alert," I don't conclude that the person is saying this "won't be a problem."

    I'd love for someone to explain how any form of reasonable healthcare would avert this problem.

    And technically, preventive medicine should at least reduce the number of infections by keeping people in a state where they would be more likely to fend off an infection. Keeping people healthy and staving off disease would pose a better system than a system that cures and fixes problems as they arise.
