WASHINGTON (Reuters) – CIA interrogators carried out mock executions and threatened an al Qaeda commander with a gun and an electric drill, according to an internal report that provides new details of abuses inside's the agency's secret prisons, two leading U.S. newspapers reported on Saturday.

Nashiri, who was implicated in the bombing of the Navy destroyer Cole in 2000, was one of two CIA detainees whose interrogation sessions were videotaped, but the tapes were destroyed by CIA officers in 2005, the Times said.


And here I thought the tape deleting thingy was a recent event. (Hope this ain't a repeat topic but, I searched.) Is threatening a bound and detained person with imminent death torture?

WASHINGTON – With just two weeks of training, or about half the time it takes to become a truck driver, the CIA certified its spies as interrogation experts after 9/11 and handed them the keys to the most coercive tactics in the agency's arsenal.

It was a haphazard process, cobbled together in the months following the terrorist attacks on New York and Washington by an agency that had never been in the interrogation business. The result was a patchwork program in which rules kept shifting and the goals often were unclear.

At times, the interrogators went too far, even beyond the wide latitude they were given under the Bush administration's flexible guidelines, according to newly unclassified documents released Monday. Interrogators took the simulated drowning technique of waterboarding beyond what was authorized. Mock executions were held. Family members were threatened. There were hints of rape.

US Law on the definition of torture

TITLE 18 > PART I > CHAPTER 113C > § 2340
Definitions
(1) “torture” means an act committed by a person acting under the color of law specifically intended to inflict severe physical or mental pain or suffering (other than pain or suffering incidental to lawful sanctions) upon another person within his custody or physical control;
(2) “severe mental pain or suffering” means the prolonged mental harm caused by or resulting from—
(A) the intentional infliction or threatened infliction of severe physical pain or suffering;
(B) the administration or application, or threatened administration or application, of mind-altering substances or other procedures calculated to disrupt profoundly the senses or the personality;
(C) the threat of imminent death; or
(D) the threat that another person will imminently be subjected to death, severe physical pain or suffering, or the administration or application of mind-altering substances or other procedures calculated to disrupt profoundly the senses or personality; and
(3) “United States” means the several States of the United States, the District of Columbia, and the commonwealths, territories, and possessions of the United States.
 
US Law applies to foreigners on foreign soil?

US Law applies to people within our custody. Land we're leasing and is under our control would be considered a possession. The fact is we're talking criminal law so it would be the interrogator being subject to this law and him being a citizen of the US makes it applicable.
 
Tell me Rev if you commit a crime outside our country are you subject to our law or theirs?

Exactly so people within our territories or possessions are subject to our laws and protections.

Would you rather store them in the US? Its a pretty obvious reason right there.

Again the criminal part being that the interrogators would be subject to US law as the threat of imminent death is considered torture under our law

Where goes our military....so goes our justice system.

Who gives a **** that it was fake. It is not the fake potential loss of life I would be worried about. It is making people sign **** under duress that I worry about. We all know that the torture itself could very well be harmless. But if someone signs something away simply because they signed and where caught up at the wrong moment at the wrong time.... That would be very ****ed up. And who can scale the amount of which this happens?
 
Torture has worked in the past, present and will continue to work in the future. It will, I said will get information. The left never gave a rap until it becamemedia hep to say OMG! We are using torture!!! Who here believes this is news to anyone with a sixth grade education?
What will happen when American casualties rise due to unforseen attacks on our troops? Will the illegal immigrant president simply say "keep dying for America"?
