Yes a theory is derived from facts..but it does not make the theory fact.
IE "Global Warming"...now called "Climate Change."
Why is it changed?..because the THEORY was discredited by the fact that the earth is actually Cooling.
Someone can have a theory that the fact that he expels gas that can be lit means he can propel himself by lighting off his own farts.
You know that won't work..but the theory is applying your definition.
