Cheney's image probably hasn't rebounded because of anything he's done; it's rebounded because the Bush Administration is no longer in power. Similarly, Pelosi is the face of a perpetually unpopular institution. When she steps down as Speaker of the House, I think it's likely that her image will rebound a bit too.
I agree, because once they are out of power the revisionists can step in to 'help out' people's lack of collective short term memory.

Ah, but there is little more fickle than an electorate, unless possibly it were a passionate nymphomaniac with senile dementia marooned at a drunken frat party at a major university.

Before anyone gets either smug or a case of the vapors over these polls, it is instructive to remember that shortly before the outbreak of war in Europe, Neville Chamberlain was a political superstar, and Winston Churchill generally seen as a washed-up and slightly comic political has-been.

Cheney and Pelosi Have Poor Ratings in Common

Cheney and Pelosi Have Poor Ratings in Common
Cheney's improved ratings are mainly due to the views of independents: the percentage viewing him favorably rose from 21% in March to 37% today. There was also a slight increase in his favorable rating from Republicans, from 64% to 70%.

Pelosi's decline since last fall is seen equally in her ratings from Republicans and independents, with little change in the views of Democrats.
Cheney hasn't spoken on much other than National Security, so it seems The Obama Administration is making Bush/Cheney's views look superior with every passing day.
