Ya gotta love the logic in Ohio:

"We're putting planners and engineers to work, too, so I think it does fit the spirit of the stimulus package to develop projects today that have opportunities for tomorrow," said Scott Varner, spokesman for the Ohio Department of Transportation.

Funny, I thought stimulus was to put LARGE numbers of people back to work. Besides, wasn't there supposed to be an abundance of "shovel-ready" projects? ("Shovel-ready" I presume is politicospeak for "planned")

Well, as long as the government is giving away free money, why not? This is yet more proof that we shouldn't be bailing anyone out.

They're really reaching here. They're doing it because the stimulus handouts for the construction industry stipulate that any state must be ready to put it to use within a certain period of time and any money they can't put to use be given back to the Feds. I don't think planning efforts qualify for the funding. They want shovels digging and hammers flying.

This is happening in local governments across the nation. They're working really hard to back into the numbers and claim all the money they can.
