Clinton: US shares blame for Mexican drug wars

That actually is the case; the immense profits from trafficking drugs to the U.S. allows these cartels to throw money at police leaders, politicians, and other government officials like bribery is goin' outta style.

Having lived in Mexico, however, I have seen some other corruption (on a much smaller, more begin level). This is a result of this process, 1)Mexico is not a very wealthy country 2) Mexico can only pay government workers so much (perhaps not always enough) 3) government workers sometimes need ways to supplement their income: this can take the form of accepting bribes.
