    The Pentagon said Wednesday that top military officers and civilians had to sign a letter promising to keep details secret as they work on the military's budget.

    So now there should be transparency with military operations? What happened to the stance that we shouldn't embolden the terrorists by making our military affairs public?

    If they are only working on it, then the final figures are not ready to be released. Why would the public be privy to the leadup process?
