Max, I'm having trouble understanding why you think this needs to be enforced by law. Why should it be the business of anyone except the employees and the employer if employees are working overtime? If the general attitude in Europe is that they want to work less for more pay I'm fine with that and unions will follow up on it. But why does the government need to be involved at all?
That's really my only complaint. I don't care how many hours you or other Europeans work. If you're happy and getting paid well good for you. But why does a government have to be involved?
I think its a human right not to be exploited by companies and to not have slavish work hours.
Much European Union work is about protecting the people from exploitation by companies, groups, units, government and so on.. The European Union operates with high weight on the best human rights in the world, which we have.
That's what Unions are for. Besides, 48 hours isn't "slavish". There's nary a science grad student even in Europe that doesn't put in well more time than that. If you think the scientists at CERN are only putting in 48 hours/week; you've got another things coming. There's nothing "slavish" about it. It's just doing your job and nothing more. I don't see why you have to restrict through governmental laws a man's ability to make money from their labor.
If people want to work more that is not a problem, but the law is aimed at the regular guy t prevent work times to ever increase like they are like for example in the UK, its aimed at having a majority that works less than 48 hours a week.

All work is not underlaid a union, all work is however underlaid government regulation.. Thats the advantage government have over lame private market functions..
