'The largest audience ever to witness an inauguration, both in person and around the globe' has two separate statements: the largest audience in person and the largest audience around the world. The first is demonstrably false, the second may be true but is probably unprovable.
Actually, it can be read either way. I think you will see several intentional examples every week from Spicer to rattle the press when they report with confirmation bias, instead of asking for clarification.
