And who is to replace them? Why are the positions being left vacant, as appears to be the case?

His position isnt being left vacant. He's being replaced by a Brig General. Further, the transition team wanted to keep him longer, but the military pushed to get him out. That's per your link. Also, FYI, he submitted his resignation for that time.

The system for replacing TAGs (Adjutant Generals) is different form the regular Army. As the article states, The TAG position is held by a political appointee in every state. Usually it is the governor that appoints the TAG. In DC it is the president. If the position is vacant there will be a person that steps in to fill the spot as acting TAG. The DC National Guard won't miss a beat. It is normal to relieve the existing TAG if the governor or president, in this case, wants to. All that other stuff about leaving the battle field is emotional rhetoric. He is a political animal by his appointment. He is now an unemployed political animal, just like Kerry or any other appointee.

Of course he thought he would be the announcer! Why wouldn't he be? He had been since Eisenhower.

And the subject of the OP. Being forced to step down during the inauguration. Why. That's irrational. Completely irrational.

McChrystal was "fired" for his actions, and those of his soldiers, and no one questions his trustworthiness. General Schwartz is untrustworthy according to you based on who appointed him to his current job.
 
Anyone connected to Obama is a potential threat. President Trump is wise not to trust them.

If you read through the entire article, two important facts are deep into it--facts that should have been in the first couple of paragraphs:

1. It is customary for all presidential appointees to submit a letter of resignation to the incoming President who has the authority to accept or not accept the resignations. All the letters make the resignation effective at 12:01 p.m. on the day of inauguration. In this case, based on recommendations from the Army, and because Schwarz was at full retirement age, Trump elected to accept the resignation.

2. A brigadier general has already been appointed to replace Schwartz and will assume commander duties at 12:01 p.m. on inauguration day.
 
It makes sense not to trust any of Obama's appointees. There's no telling what kind of sabotage they could inflict.

You should really read the actual, you know, article before you make presumptuous and erroneous comments.

Maj. Gen. Errol Schwartz was not appointed by Obama. He was appointed by President George W. Bush.
