Our government wasn't hacked, private servers were. The current methods of secure communication are still secure if you do not bypass them to avoid the annoying classification prompt. Or use commercial software, on a secure computer. NSA has compromising code in most commercial software, Id' link info but youd be tagged and monitored for looking at it.
Saying that the whole system needs to be taken back to couriers, which is super inefficient is like what Hillary did with her maid unless You goin to have three star generals riding bikes around dropping off messages.
The sheer size and scope of the government plus the fact it would make us less secure, makes this a dumb idea.
