    State Proposes to Take Control of Home Temps

    If you thought a law prohibiting swearing in bars was bad, how about the latest from California?? A proposed new law will require that all home thermostats have non-removable radio receivers in them so that officials can control your home thermostat from a central location.

    California utilities would control the temperature of new homes and commercial buildings in emergencies with a radio-controlled thermostat, under a proposed state update to building energy efficiency standards.

    Customers could not override the thermostats during "emergency events," according to the proposal, part of a 236-page revision to building standards. The document is scheduled to be considered by the California Energy Commission, a state agency, on Jan. 30.
    The description does not provide any exception for health or safety concerns. It also does not define what are "emergency events."

    Excerpts from the actual proposed law:

    Communicating Capabilities. All PCTs shall be distributed with a non-removable Radio Data System (RDS) communications device that is compatible with the default statewide DR communications system , which can be used by utilities to send price and emergency signals. PCTs shall be capable of receiving and responding to the signals indicating price and emergency events as follows.

    Emergency Events. Upon receiving an emergency signal, the PCT shall respond to commands contained in the emergency signal, including changing the setpoint by any number of degrees or to a specific temperature setpoint. The PCT shall not allow customer changes to thermostat settings during emergency events.

    What is an "emergency event"? Is that something such as rolling blackouts do to damage caused by a disaster or is the power shortage that occurs every summer for two weeks considered an emergency event?

    As of right now, in certain area's, us Californians are fined if we exceed a specific power usage during a declared power shortage. Would one rather be fined for their overage or be forced to not go over?

    Personally I am against the law for the mere fact that it opens the door for more government control.

    An 'emergency' is not defined in the bill. Neither are there any previsions for sick or elderly to regain control of their own thermostats.

    I would assume there would be exceptions such as elderly living, hospitals, and storage requiring refrigeration (grocery stores, etc.).

    Emergencies would need to be defined for me. If an emergency is only described as a state of emergency when declared by the Government then I could see such power regulations could be needed.

    Example would be the past San Diego fires. We were required, though not forced, to not use water pressure when not needed so the fire fighters would experience as little water pressure problems as possible when fighting the fires. Some area's simply had their water turned off.
