Donald Trump’s “election protection” effort will be run by Mike Roman, a Republican operative best known for promoting a video of apparent voter intimidation by the New Black Panthers outside a polling place in 2008.

Roman is to oversee poll-watching efforts as Trump undertakes an unprecedented effort by a major party nominee by calling into question the legitimacy of the popular vote weeks before election day.

The Republican nominee has insisted, without evidence, that dead people and undocumented immigrants are voting in the United States.

Trump has long claimed that the 2016 election is rigged but has amplified his claims of voter fraud in recent days. On Monday he tweeted: “Of course there is large scale voter fraud happening on and before election day. Why do Republican leaders deny what is going on? So naive!” In particular Trump claimed in an interview with Fox News that voter fraud was rampant in cities including Philadelphia, St Louis and Chicago after long warning vaguely about fraud in “certain communities”.

What "certain communities" may refer to is not especially subtle to anyone, let alone to Trump supporters themselves:

Trump has recently started encouraging his mostly white supporters to sign up online to be “election observers” to stop “Crooked Hillary from rigging this election.” He’s urging them to act as posses of poll watchers in “other” communities to ensure that things are “on the up and up.”

“Watch your polling booths,” he warned.

His supporters are heeding the call. “Trump said to watch your precincts. I’m going to go, for sure,” said Steve Webb, a 61-year-old carpenter from Fairfield, Ohio.

“I’ll look for . . . well, it’s called racial profiling. Mexicans. Syrians. People who can’t speak American,” he said. “I’m going to go right up behind them. I’ll do everything legally. I want to see if they are accountable. I’m not going to do anything illegal. I’m going to make them a little bit nervous.”

It seems to me that, fully aware that he's going to lose the election through legitimate means, Trump's goal now is to create chaos, perhaps even rioting, at the voting locations themselves. Thoughts?

I don't think that "certain communities" qualifies for the level of subtlety that "dog whistle" implies. It's a pretty overt term in this context. But what I'm particularly interested in (and I probably should have put this in the OP in the first place) is,

a)On its face, is "Election Protection" legal?
b)Will Trump's monitors qualify as intimidation, and will it lead to disruption and even chaos during voting?

For what it's worth, I think you talk american real good like.

No one ever again should question why our election process is mocked here at home, why SNL looks at Trump as the gift that keeps on giving, or why we look so foolish on the international stage when it comes to our two party dominated corrupt to the hills and back political system.

Stop right there. This is not "our election process" or "we." This is Donald Trump. Donald Trump is doing this.

Like it or not (and I generally don't,) Trump and what he has done with the GOP is part of our election process. No matter how absurd, no matter how much you and I disagree with Trump he is clearly going to see this through and create plenty of SNL material along the way.

There is a legitimate debate there, but I'd rather not get into it in this thread. Regarding SNL, even that show finds this too depressing, as evidenced by how they satirized the second debate by removing all the most horrible and wretched aspects of it.

No need to belittle that moron because he described our common language as "American" - it was just the cherry on top of an entire quote full of idiocy. That guy was speaking 'wingnut' and what he described doing is a crime - racially profiling non-white voters and targeting them for harassment based on nothing but perhaps them speaking a foreign language in his presence.

I can't find the personal information on this Roman fellow, but by his usage he may be a non rhotic English speaker.

That could easily explain why he uses "American" rather than just English.
It's common in non rhotic speakers.

Agreed. This is part of the scorched earth policy which will give up any hope of actual election in favor of trying to undermine and eventually destroy the system. Trump has made a deal with the devil of the al-right and they now hold his soul as a binding contract.

No, it doesn't have anything to do with the "thread title". Yes, it had everything to do with the OP which I quoted, and which contain the words of an absolutely stupid person named Steve Webb.

Don't post like you're Trump. Just because he whines doesn't mean you have to emulate him.
 
I believe I have the right to call anyone I want to "stupid". Including idiots who say things like "speak American", and who also say stupid things like he's going to racially profile. Not everyone is bigoted and thinks that's appropriate or smart.

You can say what you want and I will say that you're sounding exactly like a bigot.
All that it points out is that you hold views that are regionally, culturally and/or ethnically bigoted.

Crazy thing, English is a diverse language and people often speak it differently from you.
That doesn't automatically make them wrong.
