I respect your opinion. However, in my opinion, you're giving way to much positive credit to Manning, and applying way to much weight to the impact he and his actions had on policy, procedure, or even outcome.

They can have family members set up social funding pages, advocacy groups can set up a charity to help cover the cost. The medical officials concluding these procedures could set up "Prisoners without Penises" to donate their time and knowledge to offer free surgeries.
$24,000 tax dollars could buy enough hot dogs to feed thousands of hungry kids for a week, or it could be used to cut off one criminals wiener.
