At one time, experts used to speak with concern about the potential emergence of "nuclear blackmail" from rogue states. That such phrases are no longer part of the lexicon of analysts and commentators is an ominous indication that those are no longer hypothetical scenarios - we're actually living in that world today - a brave new world.
I don't think THAAD can protect against ballistic missiles or cruise missiles launched from submarines.
I think the North Koreans have been getting a lot of help under the table from the Chinese.
