How the law is implemented and enforced is exclusively within the powers/duty of the President. How the law is carried out is the President’s Constitutional responsibility and cannot be challenged by Congress……the issue of “separation of powers”

The President as CEO so to speak sets how the law will be carried out and the priorities to be followed…….and determines the importance and/or what order the law will be enforced………

Of those you mention in California most would be the last class to face deportation……..and in reality will never see any one from ICE come knocking at their door…………

The only issue determined by the ruling is the President does not have the authority to issue work permits or allow registration with SSA……..

The President does have leeway in on what laws have priority. That leeway is due strictly to available resources. If the President doesn't have the resources to cover something due to the urgency in other areas then they are allowed to reflect that in the enforcement. However baring resources the President is supposed to faithfully execute the law regardless of his/her personal feelings. Obama's edicts on immigration was him blatantly ignoring the law regardless of availability, or non-availability of resources.

Thoughts on how he handled the situation would have been different if he had straight up said that he couldn't enforce the law fully due to lack of resources instead of making it about what he considers the right thing to do due to his emotional fallacy.

And compassion isn't a weakness. But compassion, or any other emotion, has no place in how our laws need to be enforced.
