It's fairly standard practice in both the public and private sector for employees who may work in R and D to sign an agreement to the effect that any intellectual property they develop while employed belongs to their employer. It's a ****ty practice, but practically everyone does it. Back when I worked in Corporate America, I developed a number of algorithms for grocery inventory management based on shelf velocities. I cannot sell those, even though I developed them at home, on my own computer. I had to turn them over to the company when I left.
