The Senate, unwilling to stand up to the NRA, has allowed the ATF to drift without a permanent director since 2006. And so, Congress’ first steps to toughen enforcement should be to confirm the able acting director, B. Todd Jones; to provide the ATF the funding it needs, and to focus the ATF on interdiction of interstate transportation of illegal guns.
Congress should turn its attention to legislative issues like requiring records checks before firearms sales at gun shows or over table-tops and requiring gun dealers to conduct regular inventories of their stock to detect thefts and unregistered sales of firearms.

Two relevant portions from your link that would tend to negate your contentions:
Unable to overcome a Republican filibuster and being unwilling to invest significant amount of political capital in order to make a political appointment is not the fault of the Democrats.
Given the opposition to any additional firearm legislation, or even to adding resources for the enforcement of current laws by Republicans, it would appear, at a minimum, that both parties can and should be blamed for a failure to reduce gun violence.
