Hardly.
It's far more directly tied to the Saudis pulling a Rockafeller move to drive the native US oil production out of business, and / or wanting to reduce / eliminate the ISIS profits from their selling their oil on the black market (don't think that there's anyone who wants to admit to dealing / supporting with them).
At least the Russians have the common sense to bomb the ISIS oil trucks, storage and processing facilities. The wimpy US administration just can't bring itself to admit the practicality of these actions due to the extremist Ecomentalist ideology, misplaced in a time of war and military conflict such as this.
