Daniel Holtzclaw was convicted of 18 of 36 ****s of rape and other charges. He forced women to perform oral sex and groped them during traffic stops or on the street by threatening to arrest them. One of them, a woman in her 50s named Janie Liggins, outed him. She was, unlike most of his other victims, "a grandmother who, unlike Mr. Holtzclaw's other victims, didn't have a criminal record or other troubles with the law."
One of his victims, a teenager, when asked why she hadn't called for help, asked "What police do you call on the police?"

What kind of checks and balances can you put in place to make sure police can't blackmail women or men in this way: "Do what I want, or I'll arrest you on some kind of trumped-up charge"?
