Russia isn't attacking the Russian state they are backing Assad who helped create ISIS and who is currently brokering ISIS oil and both Russia and Assad are limiting their attacks to ISISs enemies. This is smoke and mirrors, ISIS and Putin are allies.

Unlike Putin who is currently targeting civilian sectors with cluster bombs and WP used as an offensive weapon, and Putin's ally Assad is dropping chemical weapons and block buster barrel bombs on crowded cities.
