    When they aren't tied to any discernible productivity requirements they are not a good thing. In the private sector a bad negotiation has consequences for all involved so occasionally both sides work together to a mutual goal, in the Public sector there is no goal other than more pay and less work. I've worked as a contractor in government offices for most of my adult life. It is the exceedingly rare government employee who earns their paycheck.

    All of that is already happening. Private contractors are a growing presence in Government agencies and have been for decades. In the offices I work the contractors make up the majority of the office work force.
