    Instead of jail for some offenders, lets go back to public flogging. Put shoplifters in stocks in public places, or better yet, cut off one of their hands. Go back to public hangings, etc. If current punishments are not enough to deter crime, then up the punishments.
    Be sure to work hard and get lots of overtime. People on welfare want more steaks and free upgrades to smart phones with unlimited data packages.

    Their actions after doing so, cost to the public for them doing so and actions they take to fund their habits. Take away welfare from drug users, take away healthcare (unless they have private insurance) and add extra time/punishments for crimes committed to support drug habits, then I would accept it. I lived in Germany for a little over 3 years next to the Dutch border, **** that ****.
