China is not being encircled.
China after centuries of being ripped apart by the Western powers is emerging.
Now, how they emerge as a Super Power is open for debate.
Prior to the last change in leadership, China was very cautious when dealing with their neighboring countries. Not pulling the strong arm tactics.
Reason they agreed to Multilateral discussions on the SC Sea.
That was thrown by the wayside. Makes many people nervous about Chinese intentions.
That has changed under the present leadership, hence a build up in arms and agreements with the small fry in the region.
China also has past grievances to settle.
