    China and Russia Sign Contract for S-400 Missile Systems

    As I have said before the neocon doctrine of pre-emption which as resulted in the situation in Ukraine and the US pivot to east Asia will result in pushing Russia and China closer together. One area will be in the development and sharing of advanced military technology. Here is an example


    China has purchased advanced Russian-made S-400 air defense systems, the CEO of Russia's arms export agency Anatoly Isaikin said in an interview published Monday by newspaper Kommersant.

    Purchases of the S-400 have previously been restricted to Russia's Defense Ministry, which gets first rights on all new hardware before manufacturers can hawk it on the global market.

    “That [China was the first foreign buyer] can only emphasize the strategic level of our relationship,” Isaikin said.

    The S-400, manufactured by Almaz-Antey, is an upgrade of the popular S-300 air defense system, which is capable of targeting up to 36 airplanes at a range of 150 kilometers. The S-400 has the ability to not only shoot down airplanes, but also ballistic missiles, according to Russian reports.

    Though Isaikin would not elaborate on the terms of the deal with China, newspaper Vedomosti reported in November that Beijing had signed a $3 billion contract for at least six S-400 divisions, which have about eight missile launchers each.

    Actually it has been more than that. They have had disputes over the delivery of advanced military technology, especially critical jet engine technology. However the fact that Russia appears to be willing to give them their most advance air defense system, as well of one of their most sophisticated jet fighters means that both are taking cooperation in advanced military systems to a new level.

    Also of interest was the announcement late last year that China would buy advanced Su-35 fighters and submarines from Russia. According to this report this was the first time in more than a decade that such a purchase had taken place.

    China is set to purchase two dozen fighter jets and four submarines from Russia, Chinese state media say.

    The deal to buy the Su-35 fighters and Lada-class submarines was signed before the recent visit by President Xi Jinping to Moscow, the Chinese newspaper People’s Dailycited state television on Monday.

    According to the report, it is the first time in a decade that Beijing purchases “large military technological equipment” from Moscow.

    China’s military expansion comes amid its dispute with Japan over a chain of uninhabited islands claimed by both countries in the East China Sea.

    Two of the submarines will reportedly be built in Russia, with the other two to be built in China. The value for the agreement, however, was not mentioned in the report.

    Moscow and Beijing are also expected to work together in the field of military technology, which includes building S-400 long-range anti-aircraft missiles, 117S large thrust engines, IL-476 large transport aircraft and IL-78 aerial tankers, according to the report.

    However, China's Defense Ministry has not commented on the report yet.

    The Chinese president paid a three-day visit to Moscow from Friday to Sunday. He held talks with his Russian counterpart Vladimir Putin during his first foreign trip since becoming president earlier in March.

    The two sides reportedly signed about 30 deals in the energy sector and other areas during Xi’s stay.

    The Chinese president also met with Russian Defense Minister Sergei Shoigu, becoming the first foreign head of state to visit the Russian armed forces' control center.

    From what I have seen the doctrine of pre-emption creates more problems than it solves in that it becomes a self fulfilling prophecy. Over and above that, the case of Iraq demonstrates that it creates problems such as Iraq's WMDs that are not there. The U.S. spent trillions of dollars, lost thousands of men and many more maimed for life in the wild goose chase.

    Russia sold Iran the 300's..I'm not sure what the story here is.

    Obama has some neocon influence with respect to foreign policy with Ukraine. The appointment of Victoria Nuland to her post demonstrates this. Not only that but Obama has gotten some praise from none other than Robert Kagan himself.
