Federal law allows him to still be on his wife's insurance for many, many more months. He has instead chosen what he deemed to be the better option for his family (potentially at a small personal political cost, given the persona he's cultivated). Like I said, I'm mildly impressed.
His wife left her job and lost her insurance when she did so. Cruz wanted to purchase health insurance for his family, and like so many Americans, was forced to make decisions he probably would rather have not have due to an abusive, overbearing, piece of legislation that deems to tell us how to run our lives as though we were incapable of doing so.
