Russia offered a compromise deal of shared monitoring of the Bush era planned MDS for Poland in 2007. Of course the Bush administration rejected that, furthering Russian suspicions. Russia then threatened to install nuclear missiles along its border if the plan went forward. Thankfully Obama scraped the plan.

Listen, "target," in this context could be described as "aim at," not "fire at." Like the United States has of Russia, Russia has a list of western targets to be destroyed in the event that nuclear war breaks out. They would add these missile defense systems to such a list.
Russia is not saying "we will attack if you join this missile shield." Russia is saying "this will make your missile shield a target for nukes if we go to war."
