Oh, so it was their money to begin with. Turning loose of it shouldn't be a problem, then, but, since we have it, it's a bargaining chip.
Now the problem is this:
Congress has already declared, before an agreement is reached, that it won't approve of the agreement.
So, unless the administration can somehow negotiate an agreement with a foreign power that isn't a treaty, what's the pointy of negotiating at all?
No, it is Iranian assets that were frozen after the US Embassy was over run in 1979. But it sure has all the feel of the US payments to North Korea for not developing a bomb... which they used to develop a bomb.
