The development on Capitol Hill came the same day AP reported the existence of a personal email server traced back to the Chappaqua, New York, home of Clinton. The unusual practice of a Cabinet-level official running her own email server would have given Clinton — who is expected to run for president in the 2016 campaign — significant control over limiting access to her message archives.
The practice also would complicate the
State Department's legal responsibilities in finding and turning over official emails in response to any investigations, lawsuits or public records requests. The department would be the position of accepting Clinton's assurances she was surrendering everything required that was in her control.

The Clinton Foundation on Wednesday defended its practice of accepting donations from overseas governments, amid concerns from some ethics experts that such contributions are inappropriate at a time when Hillary Clinton is preparing to run for president.
A Wall Street Journal review of donations to the Clinton Foundation in 2014 showed the charity received money from the United Arab Emirates, Saudi Arabia and Oman, among others. The donors included Canada’s foreign affairs department, which is promoting the Keystone XL pipeline.

A statement from the foundation didn’t commit it to rejecting donations from foreign governments in the future, as Republicans and some Democrats have urged amid concerns that those nations could use Mrs. Clinton’s family philanthropy to try to gain favor with a leading presidential candidate.

A donation from the Algerian government could become an issue for Hillary Clinton's widely expected 2016 presidential campaign.
On Wednesday evening, the Washington Post reported the Clinton Foundation received $500,000 from Algeria in 2010, an apparent violation of an agreement Clinton made with aides to President Barack Obama before she was nominated to be secretary of state in late 2008. The deal was designed to address concerns foreign governments could attempt to influence the State Department by giving money to the foundation, which is now headed by Clinton, her husband, former President Bill Clinton, and their daughter, Chelsea.
